Is there something I can do with my lip instead of re- contructing my whole jaw. I went to the doctor and they told me they would have to break my whole jaw and place it back, and I will take up to a year to recover! Maybe theres a lip enhancer or something like that to pull my lip down cuz thats crazy! If you find any info on this please let me know!

Consult a periodontist before you do anything radical. They can sometimes do a relatively simple procedure that will greatly improve your smile.
have a consultation with a gum-specialist Periodontist. If your gummy smile a result of overgrown gums it is possible to have them reduced and have more tooth exposed. It is a surgery but not as involved as braking a jaw.

You may consult a Periodontist who will address gummy smile by a simple surgery, a procedure called crown lengthening. If you cannot stand a little amount of blood it may involve, then you have to have it done with lasers which may be quite expensive.
besides the surgery no get use to the way it looks
if i understand u correctly, when u smile its more gums showing than teeth
there are procedures that some dentists do to actually cut away some of the gum above the top teeth so that more teeth are showing that does not involve the jaw surgery
